China Admitted to Volt Typhoon Cyberattacks on U.S. Critical Infrastructure: Report

In a secret meeting that took place late last year between Chinese and American officials, the former confirmed that China had conducted cyberattacks against US infrastructure as part of the campaign known as Volt Typhoon, according to The Wall Street Journal. (SecurityWeek)

Expert Take

“For the United States, the meeting’s takeaway was a sobering confirmation that China is prepared to translate cyber penetration into geopolitical leverage. The candid nature of the dialogue also suggests there may have been calculations of a quiet warning that could shape U.S. behavior more effectively than continued denials.

From a U.S. policy perspective, China’s Volt Typhoon campaign validates long-standing warnings that Chinese cyber intrusions pose a direct threat to national critical infrastructure. The confirmation of such activity may galvanize efforts to harden these systems. Critical infrastructure protection is expected to receive even greater priority through enhanced network monitoring, sharing of threat intelligence with utilities and transportation entities, and accelerated adoption of zero-trust security architectures to root out any ongoing Volt Typhoon access and prevent future breaches.

The challenge for policymakers is to establish a credible deterrent against Chinese cyber aggression while maintaining stability. Internally, the U.S. government will need to ensure that its cyber defense capabilities are not undermined by resource cuts or reorganization. The timing of the Chinese admission is notable: it came just as the U.S. was preparing for a presidential transition in late 2024, testing the incoming administration’s resolve and cyber readiness.”
